Hiring of Employees



Appointments are approved and job offers are extended in accordance with the Executive Limits of the Human Resources Manual. Both successful and unsuccessful interviewed candidates will be notified.

Upon acceptance of a job offer, the employee is obligated to follow all the rules and regulations of the Oakville Public Library. Regular employment is finalized after successful completion of the probationary period as outlined in the employees offer letter.

In accordance with the Ontario Human Rights Code, employment decisions are based on criteria relating to the applicant's ability to perform the job. There is no discrimination in hiring because of race, ancestry, place of origin, colour, ethnic origin, citizenship, creed, sex, sexual orientation, age, gender expression, gender identity, record of offences, marital status, family status or handicap.

A spouse (including common-law spouse and same sex partner), parent, child, sister, brother (including step-siblings), grandparent, grandchild, aunt, uncle, niece, nephew, cousin, in-law (including mother-in-law, father-in-law, sister-in-law and brother-in-law) of a current employee, a member of Council or a Member of a Local Board as defined in the Municipal Act, 2001, may be hired, provided that:

The candidate is not assigned to a position where he or she would be supervised directly or indirectly by a related employee; An application has been processed and the candidate has been screened by the Human Resources Department in the normal manner, and the related candidate is the best qualified with respect to the employment standards required for the position; Whenever, through promotion, transfer or marriage, a situation is created whereby clause a) is violated with respect to two employees, an effort will be made to arrange a transfer for the employees to another acceptable position within Oakville Public Library. Notwithstanding a) an employee shall not be dismissed if there is not a position into which they can be transferred; the employee or supervisor will be temporarily reassigned to another direct report.

Normally the Library appoints only people who meet all the qualifications stated on the job posting. When there are no fully qualified applicants for a job, under-filling may occur, that is awarding a position to an employee lacking some of the required qualifications. As a condition of employment, such employees may be requested to acquire the necessary qualifications within a specific time period.

Citizenship of Immigration Status It is the policy of the Government of Canada that candidates for employment must be legally eligible to work in Canada. Human Resources will verify that applicants for employment have the necessary immigration status.

Persons with Disabilities Oakville Public Library will not discriminate against a candidate or employee with a disability, provided that he/she can comply with the bona fide job requirements, and can fulfill the essential duties of the position. Reasonable efforts will be made to accommodate the needs of the person.

Oakville Public Library will notify candidates at the beginning of the recruitment process about the availability of accommodation for applicants with disabilities.
